How is Surf, T, Factor and Ill not top tier?
Verb has damn near lost every battle he's been in, minus the Hitman one, since 2010, and nikkas still crown him. And mind you, he's one of my favorites, but facts are facts. He hasn't been that nice in a long time.
Let me put in a disclaimer on my post 1st
Like Rhymus said, popularity comes into it, when we talk about Top tier discussion and we all know popularity means views to go along with the resumes, writing & performing (& all the intangibles that go into that) part of battling. Yeah its shyt when battlers use views on whether they gunna battle someone, but as You are a wrestling man who understand about the buyrates aspect of that field on who was a draw and who wasnt, views has to be apart of battling to see who is actually top tier.
I only have Surf borderline because his resume doesnt have the names on it, before Con, Surf's biggest battle was Big T. With him retiring and unretiring every other day, its hard to really place him.
Now as for the Yung Ill, Xfactor & Big T. To me Xfactor is the defintion of Upper Mid Tier, hes good but his battles when not battling bigger name, views wise aint poppin like that, they respectable #'s no doubt but compared to those names, they dont compete.
Yung Ill has too many inconsistent performances over the past 2 years, mainly from him being unmotivated and he also complained about not gettin Top tier dudes in the past, and top Tier dudes dont complain about not gettin the battles they really want. While Ill is a complete battler and has a strong resume, apart from the Rex battle his next highest battles been stuck in the 700ks and they been out for well over 18 months.
Big T doesnt battle enough and while his writing is Top Tier his performance is good but he dont bring in views either on his own.
Now for the debatables
Your right about Verb, right now he is borderline/upper mid tier, but the thing with Verb is that he still gets those top battles and people still want to battle him. B-Magic, Swave etc all want to battle him because they regard him as a top tier breh. Like I said before about top tier dudes dont call out those underneath. For those battles to happen, they gunna have to overpaid Verb
Really and truly Clips shouldnt be Top Tier either because his views dont do #'s like everyone else on the list does and his writing is alright. But much like Verb, he has such a high demand of people wantin to battle him and his battles always have some sort of fukkery happenin in them that have people debating them over and over. Hes just one charismatic likeable breh
Yeah Math isnt a view getter aswell and that off performance vs Calicoe hurt his stock abit but it seems hes making up the fact for his lack of battling over the last few years with the battles he has taken over the past 6 months and his forthcoming ones. Also also apart from maybe Rex/Mook even when Math aint battling he always get mentioned in battles and in most peoples eyes he will always been known for hittin Dose. That is his legacy
Ill, Surf & Big T all borderline to Top Tier, they either got to get more of the right battles or get their views up. Ill & Surf are close tho
Now if we were doing Top Faves List Ill would be on it.

Completely different animal.
I was searching my mind for a boxing analogy and I was about to post that same exact thing. Calicoe is a flawed top tier battle rapper. Lux was Trinidad and Cal was Mayorga. He got picked apart by a more technically sound battler, who managed to use nearly all of the tools of a modern battler (props, personals, slogans, exposing his opponent, extended schemes with a constant theme,etc). While Lux was using all those tools, Cal was relying on regular bars he could've used against anyone, that while hot, weren't creative, complex, or ill enough to let him standout.

....I don't see it and I rewatched this battle multiple times, I honestly can't say verb is top tier anymore he on his way to 
status, he needs a non debatable body bag to not get washed out
