1.Clips isn't Mook, Lux or Hollow. Despite what you think, Clips name alone isn't going to pack the house the way Lux, Mook or Hollow would.
2. It wasn't too long ago Clips was airing Smack out over 8 bands. 10k-15k is a huge pay day for him.
Who is going to foot the bill for a Clips v Hollow match if you're giving Clips 20k?
What are you basing this on? I went to NOME 3 and Hollow damn sure didn't have more fans in the building than Clips. Neither did Diz (who is getting 50k for his next battle). If the event has a PPV it shouldn't be hard for Charlie to get 20k. The money is out there, the sponsors are out there. Clips is currently considered to be the best active battler in the world, he just makes himself look cheap by taking a battle a month.

I don't care if you think Clips has more fans than Hollow... Because the reality is, Hollow's views, name and drawing power>>Clips. Yung Ill vs Clips had less than 100 people in attendance. The event with Clips and Heartless flopped. Clips isn't as big a draw as you think.
