She said she would only battle 40 on QOTR because she didn't want any excuses.

Now she's proposing a smaller venue for O'fficial.

The reality of it is Jaz is at the point where she can get everything in her favor, but chooses to accommodate her opponent. It also makes for a better battle on footage.

Tori doesn't really have the status to land a Jaz battle. I also don't believe Jaz looks at Tori as a threat. Jaz only battles girls that motivate her to write. O'fficial is one of them. I can see her battling Couture as well. Those are the only 2 names that really excite her.
