I got a laptop from someone that needs to be fixed with the issue being no display when powered on. I get the laptop and it looks beat the hell up. The keyboard is missing several keys and the case around the laptop keyboard is open. The guy told me the last person who worked on it gave it back to him like that which I found kind of deplorable imo.

The screen doesn't show an image when you turn it on. It'll turn on and either give you a white screen immediately or a black screen. I tried checking the connection and it's connected fine.

He told me the screen was replaced already so I then try connecting the HDMI out to my TV and I didn't get an image from their either. I'm guessing the built in VGA card is shot and the only means of fixing this is to put the mobo on a reflow station right?

This is the offender.

Thats what happened to my vaio; black screen with everything else working.... But I'm looking into desktops now....

the differences in the hard drives and and ram don't justify a $200 difference in my opinion.
if you can throw more ram in the $300 one then get that one and upgrade it later.
4gb of ram is on the low side.

I would get the $300 one and throw a SSD in it. that will improve performance way more than a bigger HDD and more memory. you can always upgrade the memory, and/or buy another HDD, later if you want

woa...lettuce back up.
if you are web surfing and watching youtube vids then you are gonna need:

16-32gb of ram
a Titan X video card
1TB SSD
1000 watt power supply
and...led lights for your case that will have plexiglass windows.
