nah he's not at that level yet. Arnold was a huge draw on name alone and almost every single action movie that had him in the lead role became classics. the rock definitely has name value but he hasn't carried big movies single handedly like arnold did.
but Rock is definitely a star. the fact that he wasn't even slightly damaged by hercules speaks volumes. He's good enough to bounce back from even the stinkiest of bombs. people just like him.
But let's not also forget that prior to his initial return to WWE in 2012... it started to look like his career was on the ropes.
