If you were to remodel the system what would be your guideline?
Does the man who has paid into the system for 20 years not get it because he isn't impoverished enough.
How will you ideally have the system so people don't exploit it?

His premise is dysfunctional and completely incoherent. Hes taking unique historical variables specific to one group: Jim Crow and slavery, and he's conflating that with a general socio-economic variable of welfare thats available to all. And yet he considers the unique variables an "excuse" for consumption of the general variable, without measuring its explanatory, response value, or interactions. It would be like saying people who use canes are lazier than people who dont have to use canes, w/o further explanation, when the former had their eyes gouged out.

Redlining was a policy designed specifically to destroy the economic potential and stability of black neighborhoods, so we're not talking capitalism anymore but sabotage. Neighborhoods were no go zones for lending or investment...you couldnt get insurance for a business, and you couldnt obtain mortgages on homes. Businesses moved, Renters bounced to places they could buy, and landlords became slumlords. Black neighborhoods became jobless hellholes: enter welfare.
In the 1950s, statistical and observational analysis predicted these problems. Empiricists understood that imaginative policies against blacks, both public and private, were designed to isolate and economically depress black people suppressing mobility and growth.
I could write a novel on this, but first no one would read it here, and why do so when Sowell is a noted liar, and only produces works designed to continue antebellum narratives against blacks that have been transmitted and have survived from generation to generation. Racist notions of blacks being lazy and dumb dont die, they modify.

We shouldnt need help. And in any case welfare is not the help we need. Black people need financial independence and a sense of pride and unity. Welfare undermines all that.Hard times are a reality and, instead of ignoring people who need help, welfare addresses a problem

Jim Crow and Slavery effects still linger, but it doesn't change the fact the welfare is a crutch, that a lot of people abuse, and subsidizes a lot of bad behavior. And the crazy thing is even a lot of black people feel that way, not the just middle class ones, a lot of nikkas in the hood disagree with how much welfare props certain people up; but conservative have burnt their bridges with black so much most black would never vote for them even if they agree on a few key points.Well that's what I was getting at, I mean with using deductive reasoning you have to wonder why one certain race is impacted by and relies more on welfare than other races. But Sowell is removing racial issues (Jim Crow and Slavery) in the past as a possible reason for why welfare is an issue.
