Thor stomps. Cinematic Universe or Comic Version. In the Comics, his weakest iteration is Stellar Level (Small-Star) and goes all the way to Cosmic (Multiversal). Meanwhile, Storm is AT BEST Planetary. Dude has MFL reaction and speed. You posted Storm's powers. Here are Thors

Stop being stupid. Stories have to happen. Thor was stated to hold back against mortals and on Midgard to not overshadow the other avengers and because he’s not trying to kill people. It’s an easy explanation to why Thor isn’t always using his more broken powers to instantly solve issues like just teleporting people into the sun or throwing them into Limbo like he’s done in his solo comics.
You said he’s never shown the ability to move faster than light like SS and I gave you multiple examples of him doing exactly that. He’s also tagged SS multiple times when he’s in mid-flight so he’s obviously fast enough to hit him which goes hand and hand with his FTL feats.

Because he can only move at the speed of light by throwing his hammer and holding onto it. Otherwise he's not very fast at all.
Realistically with the way both characters are written, thor shouldn't be able to touch silver surfer, but they always use him to show how strong thor is even when it doesn't make sense.
He can hit SS moving ftl but struggles to touch spiderman and wolverine.

So SS has never beaten Thor in a fight, has admitted that Thor is stronger than he is, and you’re ignoring that no writer has ever written SS as a superior fighter to Thor because you have a hard-on for SS?
