I think this will work similar to what Canada has. Essentially, Canada has a "points" based system that favours, young, educated and able bodied immigrants over older, less educated immigrants.

Something like this:

Graduated from high school +1 point
Accepted to Canadian University +2 points
Accepted into STEM Field +1 point
Speaks English +1 point
Between 18 and 30 yrs old +1 point

You get the gist. I think it'd be beneficial for the US to allow the best and brightest come into the country.

Trump is a racist but I don't see how this policy would leave to mostly white people coming here. If anything it will be Chinese, South Asians, and West Africans.

Not too many Western Euros seem to be interested in permanently moving to the US. Quality of life is pretty high in a large chunk of Eastern Europe too, at least Poland, Hungary, Czech Republic, and the Baltic states.
