The two statements aren't mutually exclusive though. Tribalism in this country still exist, so you can't be blatant about your agenda as a minority without running the risk of being blackballed to some capacity. There's a reason why many Americans are worried about the changing demographics. Numerical wise they'll be limited in their future attempts to consolidate power if they lose their majority.
With that said there's other ways to influence policy without being blatant. How about actually writing or advising the policy. The average person doesn't read or isn't aware of changes to policy, they just know that certain infomercials send off trigger warnings, which illicit hostile responses .

I just voted for a citizen police review board and it went through. Doesn't mean shyt if my sheriff was voted on because he'll do the bidding of racists.

The gov't isn't made up of separate, isolated systems. And you cause social collapse telling people not "to alienate the dominant society."
