Unless you're selling a lot of records or are signed to someone who is willing to handle shyt for you (Dreamville/Cole via Interscope for instance when it comes to the less popular artists on that label) a lot of labels don't want to pay out for that shyt today. Westside, Conway etc have struggled to chart on Billboard so the label will always want to cut costs. That's why Beat Butcha and Hit Boy are constantly on those albums. They make a lot of beats without samples or do interpolations, and the label just pays the flat fee for the track, plus whatever the publishing split is. VS having to pay that plus clear the sample and pay publishing to the sampled artist every time the record sales/streams.
I remember Alchemist waiving his fees or taking no publishing just to help get beats cleared for Interscope. He did that for Break The Bank, off Oxymoron @TheDarceKnight and prob did it for other tracks. Flip side when he's on a massive album like Drake's recent deluxe or the last two Kendrick albums, he knows the budget is infinite and doesn't have to worry about that stuff. If the label knows the album is going to sell, or believes it's going to sell, they're more open to clearing shyt.
