What exactly defines a living wage?

What should a living wage cover (ie. bills) to be considered a living wage? How much money (amount or %) should a person have after taxes and bills? Can a living wage be determined on the federal level or does it have to be determined on the state level?

First, someone needs to actually define a living wage before we can determine at what level it should be managed.

Has to be enough to have basic needs, and not kill yourself to barely maintain a life, that will essentially collapse in days if one is injured, sick, or at the mercy of an emergency.
