Jesus Christ manNas has 4 classics in my book (Illmatic, IWW, Lost Tapes & Stillmatic) and 3 near classics (I Am, God's Son and Life is Good). His longevity gives him the edge over almost everyone and his highs (IWW and Illmatic) are 10 top albums in hip hop history.
However, I'd say these guys have the edge over him:
Jay Z - 5 classics (Reasonable Doubt, Blueprint, Black Album, WTT and American Gangster) and 3 near classics (Vol 1, Vol 2 & 4:44)
