It's not new information now, that very same information was available then. The only ethnic cleansing took place by rebels not government forces. It wasn't the Libyan government killing "blacks", it wasn't the Libyan government lynching. The "Brigade to purge slaves and black skin" were rebels not government forces.

If it were completely "in house" it would have been wrapped up in a year. Outside forces, fighters, aid/equipment kept the war going (just like Syria). The only difference is China and Russia weren't going to be conned again and made to look like fools to the rest of the world.

I was pointing to if Gaddafi had not bee removed from power. Realist IR doesn't really allow for "hope" as far as the intentions of world leaders who occasionally back enemy goverments.
