It depends, are you looking for a decent relationship or just p*ssy? If you just want to meet a bunch of chicks that don't know each other to slay, you can do all this club, grocery store type stuff. If you want to find something decent here are some other options:
College/Grad School Black Organizations - even if you aren't in college you can look up Black organizations such as those for business, lawyers, doctors, etc. at a local school. It is a great filter since you filter out chicks who don't want anything in life. Just email the group or one of its officers and ask when the next meeting or social is. It works.
Meetup groups - lots of Black professionals, book lovers, travelers, etc. have groups on meetup.com I would look around at some and try attending. Those work too
Black conferences - Whether if it is the national association of Black beauticians or National Black MBA, these are a goldmine. The downside is you have to pay a decent fee for admission and dress right but there are reams of people, especially at things like National Black MBA, NSBE, or National Medical Association. Also these tend to only be in big cities. If you are decently dressed and have manners you have to be gay or super-simp not to eat something.
Local Chapters of the above - when I was in National Black MBA, fine chicks would join just to look for a man. Why can't you do the same? Go to the local chapter meetings of some professional Black organizations if you feel comfortable.
Lectures - when certain folks come to lecture (i.e. Black academics or authors) this brings a lot of chicks out. Even at the feminist lectures there are a lot of chicks that are down. Usually at colleges
Art Museums - some fly chicks that have at least some depth can be met here
Volunteer groups - You have to choose wisely but many groups have volunteer and community service that some women do. I would say more doing things with kids and less soup kitchens if you have to choose. Volunteering at a local elementary or high school can put you in contact with many teachers.
Education and Nursing Schools - Majority women. Trouble is finding out events to invite yourself to in order to meet these chicks.
Church - self-explanatory; be careful though, some of those Holy Ghost chicks are the thottiest
Jazz festivals or jazz clubs
Scandal watching parties
