If 2/3rds of Americans didn't own/have access to computers in 1997, how in the world do you figure our nation as a whole could in any way be considered computer literate back then? People knew less about computers than they do today and even today, most people don't fully understand what the feds are doing with their exploits. I'm sorry but I'll bet my entire coli cash bankroll that less than 5% of our population could comprehend what the feds did in the 90s.

I hope no one is naive to think that all countries with huge spy apparatuses aren't spying on allies and enemies all the same.

How many times has Israel been caught spying on the US? Germany was found to be spying on a few US officials and on France, their ally.

As I said, the most alarming thing in my mind, is the fact they lost control of "malware" and that given the scope of the spy tools, that the idea that it might be turned inward is no where outside the realm of imagination.

If you could do all that in '97 then yes I'd say you were computer literate.

Back then that was on the higher end of computer literacy.

Most people knew how to use their computers, strong in the software on the computer and able to use them to get what they needed. I consider 4th one people computer literate.

Take a cell phone today. I'd consider a person cell phone literate even if they couldn't replace a broken screen on their S7E if they were able to functionally use it for their day to day task with ease and understanding.
