The Framers of the Constitution and the Founding Fathers did not believe in a direct democracy.
They believed in strong representative democracy led by the enlightened members of society...aka Rich Capital Owning Elite Educated White Men...
And that's what we have...we have a society led by Rich Capital Owning Elite Educated White Men. If you didn't go to an Ivy League school...or have millions of dollars...good luck on even sniffing a fukking senate seat.

So they created a system where a few have the power to change shyt. Any significant changes takes decades.The USA is one of the most stable governments in history.
Which is why the USA is a Republic...and most countries are Republics...no country, especially as diverse as the US...is gonna let their country be a true democracy.
Which is why grassroots direct action is so important, because that's the only way citizens will have their voices heard by the oligarchs.
