Soul Food was their momentum. Then they had Still Standing. Being a B-List group for their era means nothing. Hip Hop was still a budding a genre at that point and few if any groups occupied the special place that groups like Run DMC, Public Enemy, and NWA occupied from the 80's and were still influencing the 90's. Then you had Tribe, Wu, and Bone.

Mobb
Kast
Dogg Pound
Fugees
Then you had groups like:
Goodie Mob
CNN
Lost Boyz
La Face/Arista could never push anyone into greatness.

OutKast was not a B-List group. If you're putting Goodie Mob at B-List, there's no way OutKast isn't A-List.

Who knows or who cares what OutKast or Goodie Mob would/wouldn't have done if they were on another label. It's irrelevant because we will never know. There's no evidence to even support a claim like that.
There's levels to everything, but you stay making up criteria. You can't claim Goodie Mob is B-List and then claim OutKast is B-List, but say OutKast is upper B-List without giving a reason. At least offer up who you think is A List.
All of those groups had a great start. They had either or both classic albums or songs, which means they were on pace to be great, but for whatever reason, didn't pan out. It's the same as when people claim (insert any artist who started with a spark) had potential to be great. I mean in '95, you could say AZ and Raekwon were on their way to be among the greats, but even at the close of the 90's, they weren't viewed in that light.

I'm not trying to cover my tracks. Building momentum to be an all time great =/= which is where the AZ/Raekwon analogy came in. I don't care if what you think of AZ/Raekwon in comparison to Goodie Mob because that wasn't the intent. I only brought them up because they all laid foundations for being greats with their first albums after having guest spots on big albums. With Rae, it was him establishing a solo career.
