I think for the people you're talking about, it was both. In fact, it was an unprecedentedly policy-driven emotional request. Enacting an arms embargo to stop a genocide is a remarkably clear policy demand, especially in the context of a vibes-driven campaign that was basically running on "...well I'm not Trump!".
I think the people you're talking about treated this election like there was a genocide actively being aided and abetted by the United States government (under a Democratic Administration), so the stakes were much higher than Obama vs Romney or Clinton vs Bush. I would argue it was the Harris campaign (and its diehard supporters) that were cavalier in dismissing the emotional stakes of this election because it didn't match their desired terrain of just abortion and January 6th. The inconvenient genocide.
Being embarrassed and frustrated that you lost the election to a reheated geriatric is understandable, but responding to protestors like that was obviously wrong and unwarranted. It's wrong on a practical level of winning political office, and it's the completely wrong position for a public servant to take. As someone seeking higher office, you are subservient to the public, including protestors and the potential voters they represent.
I don't know if it's a result of him being raised in a prior political era where the art of politicking was more widely practiced, but it's fukking insane that even Joe Biden understands this at a deeper level than Kamala. His response to his protestors was much better than hers. If the issue the protestors are fighting for is coming from your side of the political spectrum and is legitimate (which it is here), then you smile and say "god bless you, we're working on it!". If the issue is coming from the opposite side of the political spectrum and is illegitimate (anti-abortion protestors for example) then you smile and say "we don't agree, but I'll fight for you nonetheless". Mamdani has been conducting a masterclass at this when people jeer him as an evil muslim communist or whatever. He never cracks. Kamala is apparently very thin-skinned. Would have made a bad President.
