Absolutely not. Procreating is the main point of living beings and is thus an unalienable right that shouldn't be infringed upon in any way.

Also, in a world where white supremacy is factored, advocating for eugenics is choosing the erasure of the black race which performs the worst in the majority of the criteria brought up to determine the right to reproduce.

You can institute accessible parental classes and put in place incentives for parents to take them without putting in place an extreme measure such as licenses. And that's without even pondering and their efficiency.

Edit: I'll add that "undesirables" are mainly created and maintained by society's failure to provide them with sufficient opportunities. Punishing them for the conditions most were born in, which a healthy society is supposed to sustain for them, is backwards.

This is kinda the same rationale that whites have taken to disenfranchise the bottom caste i.e black people, whom they view as the least intelligent, from voting.

Take away all the Tax breaks for people having kids that they aren't mentally and financially fit to have.

- Take away all the Tax credits for Adults with children
- Take away all of the government programs for Adults with children
- Make Child Birth Hospital expenses higher with higher interest rates
- Make Daycare more expensive
- Etc etc

True you got a point. But in the 3rd world countries, alot of their population can live their lives without being connected to the system whatsoever, so its easier to live off the grid. The Western countries are heavily systemized, so removing incentives will effect them more
