They've said they were expanding Midgar countless times. We have pictures of the game's box that tells us the game's size (100GB), not to mention that it's shipping on two discs, on top of the side quests and new story changes/fleshing out... And people STILL think Square is going to give only 20 hours or so of content. There's a difference between cautious skepticism and outright ridiculousness.
If Square had shipped it out on all three discs, but they cut corners on everything, people would've burned down the Square Enix offices. If Square had waited 10+ years for some massive 7+ disc experience and put it out, people would've cried about the radio silence (and people DID exactly this until the State of Play trailer)... And then when they find out the game wouldn't be $60 for all those discs, they'd burn down the Square Enix offices. And if Square had never decided to make a FF7 Remake... Fans would still be making online petitions and bugging developers and directors to this day to make the game... and then burn down the Square Enix offices once all the old guard retires.
You just can't win. Luckily 99% of the fan base loves it, everything is faithful to the original, and that's what counts. There's always room for improvement and it's impossible to make everyone happy because everyone has different opinions on how things should be, but at this point? Maybe the Remake just isn't for you. There's always the original PS1 games and its numerous HD ports to enjoy.
