Yes. but not all games allow the story its self to be interactive and manipulated by the player.
In that sense. The “story” is the “gampeplay” in those games.
Thats valid

Then in the positive direction, I've heard Until Dawn described as this.
Thought you were talking about movie tie-in games.
Going with the topic, I remember hearing this criticism most prominently about The Order: 1886.
It’s a deliberate design decision.would you consider cyberpunk 2077 a movie game, just wondering?
i think a lot of people assume that if a game takes time polishing and putting together a high quality narrative experience that they couldn’t also put out a game that is just a mechanically deep as one that doesn’t.
Thats what the discussion has come down to
It’s a deliberate design decision.
If you want your game to make the player feel like they are in a movie. You CANT have very deep or difficult mechanics.
You can’t make the platforming in uncharted skill based or difficult cause nobody wants to see nathan drake fall to his death over and over again. The set pieces would lose their luster if you gotta keep trying them over and over again.
You can’t have lots of player agency because you have to tell the story.
The “movie” wouldn’t make much sense if the player is spending hours exploring or hitting different areas that are not part of the movie.
You can’t have a bunch of different weapons and powers cause people playing movie games don’t want to spend a bunch of time in menus.
You can’t have missable weapons, powers etc. Cause people don’t want to explore or get lost in a cinematic game.
People complained about the puzzles in GOW.
A cinematic style game is purposely low on resistance.
They want you to succeed and look/feel good doing it just like a movie.
Otherwise the facade is broken.
