They have a group, of course, but they do not control the black prison population only their own members, not all black people are members. Mexican mafia, AB control their population however.

Blacks are the minority in the western world. Whites are the dominant which means most political figures and people of power are most likely to be white, making the infiltration by white criminal organizations much easier as they blend in. They are more likely to be exposed to powerful people and able to extort/bribe/incentivize them to cede power to them.

Well depends on what you mean by a political structure. Political structures doesn't truly mean there's one head person in charge, that's just the type of political structures that you're used to seeing, so you wouldn't know otherwise even if it were in front of your eyes.
