Blacks are the minority in the western world. Whites are the dominant which means most political figures and people of power are most likely to be white, making the infiltration by white criminal organizations much easier as they blend in. They are more likely to be exposed to powerful people and able to extort/bribe/incentivize them to cede power to them.
As blacks, we're ostracised and far less represented in political areas so its harder to infiltrate those type of institutions

A collective but not a structured group. In prison, as many have already stated, act as a unit when threatened but not an actual leadership structured organization. There is no single leader, rules, lieutenants, generals etc.
