Probably turn Roman heel, acknowledge that he is the machine's hand pick guy (Which is why this whole him vs authority thing is so unconvincing. I thought he was winning the crowd back but I think people are just finding the absurdity of Vince stacking the deck too transparent at this point) and feud with Dean (who for all his problems of just missing something to go over and having his lunatic fringe gimmick be a bit unconvincing in the PG era, is still over and has a fan-base) Should have it be after Dean loses the IC belt to like Jericho in a way to wrap up that fued where Roman turns on him ( and in turn have Jericho lose it to Styles at Mania)
Dean vs Roman could be a good 1a vs 1b fued. They both Rock and Austin adjace in the most adjace of ways but I could see them having a programme. Probably needed months of build up they squandered though.
If they are so stubborn to do the same shyt over and over again from the past, then you might as well have Dean do foiling the authority shyt like Austin did. And Roman can kind of play a corporate heel pretty comfortably (He kinda did something similar in FCW for a hot minute that I saw, where he came out in a suit and tie)

Levesque has got to get in cokeboy's ear and make him understand they can at least have a B line story of a division gunning for the IC title with an incoming Balor, Zayn, Owens, Styles and Jericho (and maybe sorta, but probably not Bryan) where you can least give the fans something while developing the A storyline. Even if its mainly built on Smackdown and the B road crew.
Funny thing Roman has had the best matches of the year, especially when compared to the likes of Ambrose who is just not compelling in the ring. But Roman is booked terribly and at this point it seems he will never be accepted by the audience.
How u gonna win the crowd back after taking half the Rumble off in the back and returning @29 unphased and uninjured...WHO THE F1CK BOOKED THAT?! That's one of the craziest things I've ever seen in the industry.
