Cost-Effective (Firms will price compete)
Customer Service will improve (a firm's officers act up, they can lose their contract to a competitor)
Break up the power of the Police Union
Higher quality officers will be hired for less (less space for the trigger happy retards)

Less officers (could be a pro)
High turnover (lowered salaries and security)
