It would be a complete non-starter in Congress and would only impede Obama's ability to do anything else (not that they were cooperative anyway, but still). No amount of outrage changes the fact that something like this would never in a million years be approved by Congress, much less a Republican Congress. Its pretty easy. Start with people with who have black indicated as their race on their birth certifcate or have always identified as black on govt IDs and any official govt programs. Everyone else would need some type of direct evidence. It wont be perfect but no large programs are... you cant name one govt program without fraud..

Reparations would be a form of economic stimulus so contrary to popular belief it would actually help everyone. Blacks having money to participate in the economy helps the whole country.
