I doubt it wasted anything. Without them we'd be getting 13 teams.
It's not like they decided beforehand, hey, let's add 16 teams and went from there. They probably just tried to add as many as possible and ended up with these teams.
I hate the recent teams they seem like a waste of spots to me. They can all be made I want teams I cant make myself without creating a bunch of players smh.the 2 grizzlies teams and the '16 warriors
