Top tiers wouldn't battle someone if they thought they were trash because it does nothing for them. Notice all of the people that Surf talks down to are battlers he'll never battle because he thinks that little of them.

I get that part of the advertising but there’s ways to still big up your opponent without discrediting him. You’re not gonna get an extra sells saying “This nikka is trash” either imo. I think there’s a balance. I’m not saying you have to praise him to the high heavens but downplaying them doesn’t really help your cause when you’re trying to big up your resume. If you beat all trash nikkas then how are you good?
