This rule doesnt stop any one from hiring anybody as an agent
You just lose your eligibility if you dont hire one that doesn't meet this criteria

There is a reason.
The NCAA passed a rule last year that college players can go back to school if they are undrafted. They can have an agent provide meals, lodgings, and other expenses throughout the process but if they go undrafted, they can still be eligible as long as the player-agent relationship is disclosed in writing to the NCAA and ended before they go back to school.

It's a more logical conclusion that the NCAA has these 3 new criteria to weed out agents who may not be able to commit to these new policies because of lack of experience or knowledge in the industry than trying to 'shut Rich Paul down'.
