Putting tens of thousands of dollars into recruiting a kid and developing him as a freshman (weight program, nutrition, coaching etc) , only to have him leave after 1 yr is pointless. It makes recruiting pointless.

Actually, on this, I'll disagree. Without Fed intervention, you're going to have 50 different state laws that actually minimize earning potential. Like I posted in a previous comment, Missouri had a law on the books stating that kids in-state could receive NIL while in HS as long as that school was in the state of Missouri. That's only one big time program in that meth filled hick town of Columbia. What if I'm the #1 recruit in the nation, family down bad and I need that money ASAP? Now I have to sign with Mizzou cause me waiting 7 months after signing day in order to collect will leave me and my family out here fukked up. Federal law would prevent that from happening because there would be a statute that applies across the board and not state by state.
