That's the thing, Zheng seemed to ship Cyan to that place to basically hid her from the all the hero world fukkery. Was that on purpose to hide her from Mickey and the other handlers? Or was it a legit good deed he retroactively figured out worked for the best once he figured out what was really going on with the Commission and the agencies?MaybeHe shipped Cyan to a shytty orphanage and didn't check in on anything she had going on until she already left and got popping on DatPiff herself iirc, they definitely heard about her cult following in the orphanage tho so you probably cooking
they did have that RANDOM ass truck crash into the orphanage when she escaped that was never explained, seemingly out of nowhereeasy way to break her out while not exposing who or why
i think they(mickey and Zheng) knew the head of the orphanage was a desperate ex-hero from jump and used that situation to cultivate her ability quietly since they could always go back and get her later, someone else knew Lou's ability was to bring bad luck and brought him there, which imo fits Rock's m.o. more than any of the other agency heads at that point in the plot, he collects sad boyzThat's the thing, Zheng seemed to ship Cyan to that place to basically hid her from the all the hero world fukkery. about Zheng, that's why I think he might've pushed for Cyan to give Queen that lucky touch on purpose...but given the timeline, maybe at that point Zheng didn't know enough to do such a calculated move.
Oh yeah, the way the flashbacks are there are way more suited for a weekly TV broadcast than a movie. I get why they made the final arc a movie trilogy, but it is definitely a con and makes it as a film experience awkward.
