CD era Kanye was weird, because he had amazing drums early in his career. then him and Just got caught up in the clap snare phase, with Kanye using more subdued ones with alot of bongos

thought he righted things by Late Reg tho, the next few albums had no issues with percussion. feel like it made CD age quicker than it should have outside a few classics

If you say sample based producers you have no grasp on how hard it is to find a decent sample and go to work on that.Chopping is an artform if done correctly.Now I've seen many chop sample based producers get lazy after succes or change their style up because sample clearing was taking the lion share of their pub(RZA/Preem/Dre are good examples).As far as being uninspired i put Swizz up there.He really went for vibe over actual skill,Mustard,Zaythoven fall into that group too.The best right now imo is V Don and Apollo Brown.The way they chop and find new ways to flip samples is top notch in my book.V Don has yet to put out a weak project,Deutch Marks(with my fave MC Willie the Kid) and Omerta(with Lil Eto) are stand out projects.His work with Dark Lo is top tier and i hope he drops a project with Dark soon

Mustard would be my answer. Sampling is no joke...It took me years to get a hang of it. And a lot of Madlib "loops" aren't even loops but, the way it's chop makes it flow as such.
