I think people make the mistake of thinking of bubblegum pop records when we say hits. As much as I am a Nas fan over Jay I have to admit that Jay has more hits that resonated within the black community. That’s not a slight on Nas at all tho
I agree that Jay has more hits. He focused on it far more than Nas did. I’m not saying that Nas didn’t try to make hits, but radio/club bangers was way more Jay’s wheelhouse.

that being said, they both have way more than 20 hits/culturally significant songs. Even if Jay has more, thst doesn’t mean his best 20 are better than Nas’.

That isn't why "NY State of Mind" would win though. Many have "NY State of Mind" as Nas's best song. It is an essential song in his catalog. Although, it wasn't a single, that song has a platinum plaque as a standalone. "Hard Knock Life" is an essential Jay song and is quite similar to "NY State of Mind". That match up could either way.
That’s my point though, even songs that aren’t hits or even singles can be culturally significant and can go toe to toe with hits/singles.

Hard Knock Life isn’t hard enough to match NYSOM. Where I’m From is the song Jay should play to counter that.

NYSOM isn't beating Hard Knock Life in a battle that hundreds of thousands of casual pop rap fans watch. Lets be real.
Who cares what casual pop rap fans think?
I think a Jay/Nas battle would have the same audience that RZA and Premier had, plus obviously a whole bunch of casual pop fans on top of it.

It only became irrelevant in hip hop recently. Ironically, I would say it's lost it's importance to hip hop when Nas didn't win 1 for Life Is Good.

Anything that moves the culture. It has everyone talking about it, is successful commercially, and that is regarded as something special for a long time. Illmatic and Reasonable Doubt, Ether, Hardknock Life, Empire State of Mind, 03 Bonnie & Clyde, etc.
Grammies were completely irrelevant in the 90s.

I somewhat agree with your definition but I’d leave out commercially successful. Brand Nubian’s first album had a massive cultural impact but never went gold.
Live at the BBQ is a culturally significant song but it wasn’t commercially successful.
