I heard of Fat Joe before he rapped, and I saw one of his first performances @ The River Club and people were kinda laughing at him because he wasn't that good at rapping. The were like, "Ha, ha look at this drug dealer trying to rap."
But YES, he is an official street dude.

If you're from NY, or the Bronx, you knew who Joey was before the first couple records even dropped. You couldn't go up to Mott Haven or by Patterson Projects, or Millbrook, without hearing stories about TS and all that. This is back when the Bronx was the Bronx! Before social media and online forums. People had legacies that would spread just from word of mouth. And a lot of those dudes, like Showbiz and Joey had a lot of respect and just love from everyone in the street, away from what they were doing in music.
