You and the ppl who dapped you probably think Kanye's a better producer than Quincy Jones?The sampling laws are ridiculous. This cat is trying to say he stole the whole song, in reality its a very short horn loop that was used and its totally dismissive of the production work and rapping.
They deserve some money, obviously and it should have been cleared in the first place given the buzz Kendrick had at the time, but they don't deserve all the publishing.

It is possible they will get 100% publishing on the track, which I personally think is bullshyt even in regards to sample laws, but it is possible. The law is basically there to prevent someone from selling another artists work as their own. It doesn't take into account the amount of work a vocalist contributes to the song or how creative/non-creative the sample is flipped.
