Then she lifts up her shirt and shows me she got on a spaghetti strap with her bra showing and starts playing with the strap.

I really think it was harmless.

She's a few years younger than me so I'm thinking she's just naive and don't realize what kind of signal that would give to an older dude.

I wouldn't have told her to remove her sweater. All it takes is for her or someone who overheard you to go and complain and it's a wrap. I wouldn't mess with someone at work, especially during these times.
