I don't disagree with Melo being an underachiever (who chose the bag over rings, but that's another story). But he's hardly going to sneak into the Basketball Hall of Fame. The barrier of entry is the lowest among all pro sports. He's easily a HOFer

Knicks (#15) and Blazers (#30) have retired the same jersey numbers twice played by different players in two different eras. Portland allegedly thought about retiring Rasheed Wallace's #30 which would've made it 3 players retired under the same number.

The Nuggets could easily do it, the fans particularly Jokic stans won't like it because to them everything before the Jokic era is irrelevant and wiped out the archives.

Ray Allen's jersey will be retired by the sonics when they eventually return. Melo will be retired by the Knicks.

Knicks retired the same number(15, interestingly enough)for Earl Monroe and dikk McGuire, so it's not like it is without precedent.

To be fair, it doesn't sound like the Nuggets and Melo are on great terms, they immediately issued out #15 after he left.
