Because it bails out guys who are awful foul shooters. If you're awful at this, then coaches should sit you late. Changing the rules so that bad free throw shooters are not a liability is just wrong.

easy fix. any intentional foul off the ball outside of final 2 minutes gets the team 2 shots and the ball

Now If I'm down 1, with 20 seconds, I intentionally foul to make the other team make free throws but also so I can get the ball back. That's not "hack a shaq" but it's still an intentional foul. Your rule would effectively end the game b/c intentional fouls happen at the ends of games all the time, even to elite free throw shooters.
I think it's a tough question but at this time I would leave the rule as is. Make your free throws. It's a mental thing...these are the best athletes in the world, you should be able to make 2 free throws in an NBA game if you're a professional

It's not the coach's fault if the two can't coexist for you.
Besides, the way shyt is going now, it's a rule that's only gonna protect a few guys who suck at free throws. Why are we trying to bail out the Drummond's and Jordan's of the world when big men are otherwise improving from the line?
