Women are flakey by design, its never a sure thing till its in front of their faces or there's something for them to gain. My other tactic is to lure them in with a "nice restaurant", always gets em on time, but at the last second I change it to coffee or something extremely cheap. Sure, she'll get flustered, but no chick is going to leave just because you can't make it to a restaurant, and most women don't want to come off as gold diggers, so she'll naturally follow your lead at this point.
