Depends on how he’s going to go about it. I would assume we are all smarter than trying to pump and dumb a neighbor.
Too many BAD BUT TYPICAL outcomes
- The box is wack, still neighbors
- The D is wack, still neighbors
- He gets attached to the box, but she don't like him, still neighbors
- She gets attached to the D, but she's a clinger, still neighbors
- They both love it, and they are now a couple - but too fast - and they right next to each other
Well dude is interested so my first advice was to make the move. Nothing happens positive or negative until that happens.

Interest? She looks good and is nearby. It's not like there's more than that. Jumping on any broad that's decent looking and nearby is not having any discipline.

I think it’s smart money to ALWAYS consider the worst possible outcome when you’re approaching dealing with a chick at a place that you frequent (the gym, grocery store, restaurant, etc,.) or some place you can’t escape (neighbors, work). It just might sober you up and make you choose wisely.
You might be ok with it not working out keeping it moving but chicks 9 times outta 10 start acting funny when things don’t work out in my experience. Your results may vary.

Men need safe spaces lol. Never shyt where you eat (same apartment/neighbor, work, home gym, etc).
Being on the "away team" always gives you leverage to present only what you deem necessary and ghost with no impact to your day to day lol
To me, it's more than just the worst possible outcome, it's the likely possible outcomes.
Literally having something you can smash living next door, doesn't necessarily forestall you from going out and hollering at other chicks, but men take the path of least resistance.

Me without seeing more evidence, without me personally being there, I think that this broad didn't just need a charger. I mean the worst possible outcome COULD be the likely outcome. They’re interchangeable in most cases. I digress, men need to realize that low hanging fruit is exactly that; to your point. All money ain’t good money, the faster that’s accepted the sooner your life improves especially when it comes to women.

You have to be on very similar type of time for that to be cool. And I am someone who is down to go out with a neighbor, but there has be boundaries. Better it's a block away at least. Now, if you are both single, and are cool fukking around, off and on, going out sometimes, that's different. I'm always looking for neighbors because there's less friction.
There'a few bad older women that live within a block or so, that I am trying to make something out of. It can be a good thing. If you have sexual chemistry/sexually into eachother, why not hit up the person who can come over in 5 minutes last minute at 10:00pm?
If they are a next door neighbor, it's too close for the kind of graceful distance you need. Sex almost always is going to lead to some type of entitlement, attachment, expectations. When you are too close, you lose that kind of plausible deniability that makes everyone more comfortable. They KNOW you are home. They KNOW you aren't busy. Home has to be your own space.
